Preliminary Draft Master Plan Released for Public Comment

The public comment period for Darwin International Aiport's 2010 Preliminary Draft Master Plan commences on Tuesday 15 June 2010. 

Darwin International Airport Pty Ltd (DIA) obtained a 50-year lease, plus 49-year option from the Commonwealth of Australia to manage and develop Darwin International Airport under the Airports Act 1996.  DIA is also a joint-user airport under the Airport Act, and a joint-user deed with the Department of Defence governs the co-located operation of DIA and Royal Australian Airport (RAAF) Base Darwin.  The Airports Act requires Darwin International Airport to have in place a Master Plan and Airport Environment strategy that is reviewed every 5 years.

In July 2009, DIA released the 2009 preliminary Draft Master Plan (PDMP)>  Due to a technical issue with the Joint Civil-Military Australian Noise Exposure Forecast in the 2009 PDMO this document was unable to be submitted to the Federal Minister in accordance with the Airports Act 1996.  Therefore to meet the requirements of the Act the Darwin International Airport Master Plan is being released again for public comment as the Preliminary Draft Master Plan 2010.

In accordance with Section 79 of the Airports Act the Master Plan is open for public comment for a period of 60 business days.  Public comment is welcome in writing until COB Wednesday 8 September 2010.

Previous submissions received during the 2009 consultation have been reviewed and amendments resulting from comments have been incorporated into the 2010 document. 

The 2010 Master Plan (MP) retains the fundamental concepts of the 1999 and 2004 MP and AES.  The changes that have been made largely reflect:

  • the developing aviation industry structure with low cost carriers, the Darwin hubbing strategy and projected growth of aviation activity;
  • the evolving airport business, the needs of business partners and community requirements;
  • the potential to diversify airport income by expanding the property portfolio; 
  • the sharpened focus on achieving more measurable environmental results.

The 20-year MP provides a 2030 development concept for long-term development for DIA as an airport with an optimal mix of aeronautical and non-aeronautical uses. The MP assists and encourages progressive, orderly and strong growth of the airport land.

Public comments must be received by Wednesday 8 September 2010.

The Airport and the Federal Minister for Infrastructure, Transport, Regional Development and Local Government will have regarding to any written comments when finalising the Master Plan.
